It sure can!
Publican can output in many formats including single-page HTML, multi-page HTML, PDF and even EPUB.

cool coz im looking for a proggy to make pdfs and i went to the abode site and it can only show them not make them

It does everything that ryanlerch says it does, however your source document must be XML, and use the DocBook DTD.
Does Part 2 go into some more detail about that ryanlerch?
